Head of Procurement 

Job Purpose:

This is a strategic leadership role responsible for overseeing all aspects of the company's procurement activities as well as developing and implementing procurement strategies to optimize costs, ensure timely delivery of goods and services, maintain strong supplier relationships, and ensure compliance with internal policies and procedures.

Job Description:

1. Identify potential suppliers, evaluate their capabilities, and negotiate terms and conditions. 
2. Negotiates the best price, terms of payment, and purchase conditions taking into account trade and quantity discounts, tax exemptions, escalation, and other factors affecting costs. 
3. Develop and implement strategies to reduce procurement costs while maintaining quality. 
4. Conduct regular cost analysis and identify opportunities for savings. 
5. Reviewing and approving the requests for quotations from suppliers and contractors after obtaining the work estimation, technical specifications, and work parameters for the project from the technical office. 
6. Identify and mitigate financial risks associated with procurement activities.
7. Build and maintain strong relationships with key suppliers and Ensure timely and accurate communication with them. 
8. Proactively anticipate internal customer needs. 
9. Monitor and track delivery performance and address any delays or disruptions. 
10. Work closely with all departments to understand their procurement needs. Customers Service 
11. Ensure compliance with procurement policies, procedures, and legal requirements. 
12. Ensure that all procured materials and services meet the required quality standards and regulatory compliance. 
13. Oversee the regular audits to ensure compliance. 
14. Review the contract lifecycle, from negotiation to execution and renewal.
15. Guide, direct, and train the team in achieving department goals efficiently and effectively.

Job Requirements:

- Bachelor's Degree in Engineering 
- 15 years of experience
- Proven experience in procurement roles, with a focus on civil and architectural materials and services. 
- Sap User 
- Strong negotiation and contract management skills.
